Thorpe Koorts discusses the history of the project, which was approved as a Public-Private Partnership (PPP) in the late 2000s.
A project office was established, and a project officer was appointed to oversee the feasibility stage, which was completed and ready for approval by the National Treasury in 2019. However, due to the pandemic, the Department of Health in the Western Cape went into crisis mode, and the PPP was put on hold.
After successfully navigating the pandemic, a revised feasibility study was submitted to the National Treasury in November 2022 and was approved, releasing funds for the capital contribution of the PPP. The project is now gaining momentum, with the project office building capacity and engaging stakeholders to move forward.
The challenges of PPPs and red tape were encountered but progress is being made.
